Best time to buy clothes that they do not wear very often is at the previous year's seasonal sales! Winter coats, gloves, hats, scarves, snow pants, and boots are a perfect example of items that can be purchased ahead of time. I do the same with swimsuits, beach towels, goggles, etc.
I store the clothes in plastic containers marked with sizes. This makes it easy to put clothes away when purchased and super easy to pull down a container and grab out clothes that are needed. Leave the tags on the clothes until you wear them. In case you no longer need the item you can take it to your local resale/consignment shop! They love clothes that have not been worn and have the store tag on them!!!
